Born on Aug. 23, 1936, he was the son of the late Russell U. and Fannie (Kirkpatrick) Troutman. Marlin grew up in Sunbury, Pennsylvania. Though he was too younger to battle in World Warfare II (WWII), his father and two older brothers, Kenneth R. and Richard Ok., all served within the U.S. Navy. This separation led Marlin to face on his personal and develop distinctive options to issues.

Troutman, Orlando, Fla..; and 6 grandchildren, Rebekah Ok. Troutman of Washington D.C., Andrew M. Myers of Watsontown, Aaron M. Troutman of Boston, Mass., David M. Myers of Watsontown, Zachariah Ok. Olney and Ryan E. Olney, each of Columbia, Md.
